What the UP Apartment Act and bye-laws say
Noida's societies come under the Uttar Pradesh Apartment (Promotion of Construction, Ownership and Maintenance) Act, 2010, and the Model Bye-Laws notified under it in November 2011. Neither mentions pest control. Both are clear about who looks after common areas.
- Before the AOA: "The promoter shall maintain the common areas and facilities till the Association is formed" (s.4(7)). The promoter may charge proportionate maintenance as set out in the declaration.
- Handover: the Act sets a deadline of one year from the completion certificate for handing common areas to the association, or earlier once a set share of flats has been handed over (s.4(6)).
- The AOA: "There shall be an Association of Apartment Owners for the administration of the affairs" of the building (s.14(1)).
- The Board's job: the Board is responsible for "maintenance, repair and replacement of the common areas and facilities" (Model Bye-Laws, cl. 25(a)), and may employ a manager "at a compensation determined by the Board" (cl. 23).
- Garbage: "It is prohibited to throw garbage or trash outside the disposal places" (cl. 42(4)). Bags left outside bins are the main reason garbage points draw rats, so this rule is the one to put on the notice board.
Pest control in common areas is part of that maintenance. We contract with the promoter's agency or the Board, whichever holds it, and our logs show what was done.

More than 850 residential projects have been launched in Gautam Buddh Nagar district since 2011 (2023 report), so at any time some Noida societies are still in the first row and others are on their third or fourth Board.
Boards that last a year
The president of the Noida High-rise Federation wrote in 2024 that "a very short period of just one year is given to the Apartment Owners Associations". A one-year Board barely has time to learn what the last Board signed before the next election.
So the pest file shouldn't live in one person's phone. We keep it with the society: the contract, the schedule, every dated log, the bait-station map and each GST invoice, addressed to the AOA rather than to an office-bearer. When a new Board takes office, we send the full file and a one-page summary of what's treated where, and offer the new Board a basement walk before its first meeting. If the Board hires a manager, as the bye-laws allow, the manager gets the same file.

Records for the Board file
Every visit leaves a dated log with zones covered, products and their CIB&RC registration numbers, photos and the technician's name. Each quarter the Board gets a trend report and a fix list split by who fixes what: AOA or agency. Invoices carry GST and are addressed to the AOA or the agency that signed.
