The Haryana rules on handing over common areas
When a Haryana MLA asked in the Assembly in March 2023 whether Gurugram builders could be made to hand maintenance to RWAs, the state's written answer set out the existing rules:
- The requirement to transfer maintenance is "already built into" the Haryana Apartment Ownership Act, 1983, and the agreements builders sign.
- Owners of group housing projects must execute and register a Deed of Declaration within 90 days of getting a part-completion, completion or occupation certificate, whichever comes first.
- A DTCP memo dated 10 October 2012 directs colonisers to transfer administration of the condominium to the association once that certificate is granted.
- RWAs are registered with the District Registrar under Section 6(x) of the Haryana Registration and Regulation of Societies Act, 2012.
None of this mentions pests. What it settles is who looks after the common areas: the builder's side until administration passes to the association, and the association after that. Common-area pest control is part of that upkeep, so we contract with whichever side holds it.

The builder's FM team or the RWA: who signs
Before any RWA exists, the builder or its facility management company runs the society and collects maintenance, so the contract is theirs to sign. After handover it passes to the RWA or AOA. Handover can take months, and during that time both sides want to know what is being done in the basements.
Our contract names the party paying for the work, and the same service log goes to the facility office and to the RWA's email after every visit. When handover happens, we move the contract to the RWA at the same price for the rest of the year, along with every log, map and invoice from the builder's period. Nobody starts again from a blank page.
A new tower before handover
A new tower often fills slowly. Floors that stay empty for months give rats and cockroaches time to settle in the basement and shafts before most residents arrive.

We walk every basement level, shaft, chute room, the STP and the podium, photograph what we find and give both sides one written list: what we treated, and what the builder still needs to fix, such as open shaft gaps or a podium drain that holds water. What MCG's larvae drive showed
In May 2024, Gurugram's health teams checked about 17,748 households for mosquito larvae and served notices on 264 where they found breeding. Temephos was sprayed at mosquito-prone spots and more than 60 fogging machines were put to work. The drive didn't name societies, but larvae need only standing water, and podiums, terraces and basement floors hold plenty of it after rain.
That's why a Gurugram society contract adds weekly larvicide rounds and outdoor fogging from July to October, with a list after each round of the points the facility team should drain or cover. The log both sides receive
Each visit's log shows the date, the zones covered, products used with their CIB&RC registration numbers, and photos. It goes to the facility manager and an RWA address you choose, so both see the same record. Every quarter we add a trend report by zone and a list of repairs for the builder or RWA.
