Delhi's draft Logistics and Warehousing Policy 2025 puts the city's freight at "about 10 lakh tonnes of freight daily via 1.93 lakh vehicles". Food products account for 2,468 of those vehicles a day and pharmaceuticals for 559. The same draft explains where much of it unloads: "In the absence of proper warehousing zones, these vehicles enter city interiors."
Delhi NCR led India's industrial and warehousing leasing in calendar 2025 with a 24% share, according to Colliers, but the big new sheds stand on highway corridors outside the city. Inside Delhi, storage means older buildings: a ground floor behind a wholesale counter, a basement below a market, a shed in Narela, Bawana or Okhla Phase II, a store room near the freight hubs of Azadpur, Ghazipur or Naraina.
In these buildings pests come from next door as much as from the stock. A godown sharing a wall, a false ceiling or a drain line with neighbours can be clean inside and still get rats, so our first visit looks at the shared edges and at where cartons wait on the pavement before they come in.

Estates still waiting for drains
In December 2025 the Delhi High Court heard that Mundka Industrial Area had no storm water drains and no sewage lines, with sewage being taken away by private parties. The bench asked, "How is it possible that you don't have basic storm water drains, sewage and water?" and ordered a survey "without any delay". DSIIDC is redeveloping 27 non-conforming industrial clusters of this kind.
Where water stands around a plot, rats and flies live just outside the shutter. For a godown in an area like this we put more of the effort outside: a ring of stations on the boundary, burrows treated, the gap under each shutter photographed and listed. In the rains visits move closer together. On 9 July 2026 overnight rain left NH-24 near Ghazipur and the Mehrauli–Badarpur Road under water (IANS); the weeks after a spell like that are when wet cartons draw cockroaches and flies.

Delhi rules a godown owner should know
Mosquito breeding. In July 2023 the Delhi government announced a ₹5,000 fine where mosquito breeding is found at commercial premises (Aaj Tak). A draft Dengue Action Plan (May 2025) proposed higher penalties under the amended Section 428 of the DMC Act. At a godown the usual spots are the terrace tank, a cooler, a blocked roof drain and drums in the yard; our monsoon visits check them and log the larvicide used, with date and place.
Food in storage. If your godown holds food under an FSSAI licence, the hygiene schedule for licensed food businesses (Schedule 4, Part II, 9.2.2) says: "Food materials shall be stored in pest-proof containers stacked above the ground and away from walls." Our report notes any stack pushed against a wall, since that gap is where we check for droppings.
These rules ask things of the business. Our records show what was checked and done on each date; they don't decide how an inspection turns out.

Moving out to the edge of the city
The draft policy proposes moving warehouses to Delhi's periphery, and in June 2026 the government asked DDA for parcels of "approximately four to five acres or larger" near highways (CargoConnect). No sites are named yet. If you're moving anyway, two visits help:
- Before the stock moves. We walk the empty shed, list gaps under shutters and roof openings, and set the first ring of stations before the first truck arrives.
- Before you hand back the old space. We check outgoing stock for droppings and chewed cartons, so a problem doesn't travel in your own trucks.
